Lucille is the Chief Executive Officer and owner of Significa Benefit Services, a full service regional Third Party Administrator (TPA), providing comprehensive employee benefit administration to small and mid-size employers, for over 25 years. From 1988, positions with Significa Benefit Services included Executive Vice President, Treasurer and President. During this period, Lucille also served on the executive team of Allone Health and was acting President of Significa Insurance Group.
Prior to joining Significa Benefit Services, Lucille was the Controller for a small Pennsylvania carrier, writing individual Medicare supplement and nursing home products. Connors experience includes over 30 years working in the employee benefits industry including finance, management, provider network development, insurance operations, benefit design and system analysis.
Connors serves on the board of Advoz and the Montessori School of Lancaster.
Connors is a Certified Employee Benefit Specialist, (CEBS), a Fellow Life Management Institute, (FLMI) member and a graduate of Muhlenberg College.
David serves as Regional Sales Director and has 40 years in the insurance business, with 29 years on the carrier side in sales and underwriting of employer sponsored benefit plans. For the past 11 years, he has been associated with Significa Benefit Services, implementing self-funded employer sponsored health plans. David has an extensive background in the sale, underwriting and administration of employer sponsored group, life, disability, dental, fully insured health and self-funded health plans.
David’s office is in Alexandria, Virginia and he resides in Chesapeake Beach, Maryland, with his wife, Clare. He enjoys fishing and sailing on the Chesapeake Bay.
Steve Shirk, a York College of Pennsylvania graduate with a BS in Marketing and a local Hempfield High School graduate lives in Lancaster Township. Steve has been active in the local real estate industry for 10 years and has been in banking for 13 years, most recently a Vice President of Business Development with Metro Bank of Harrisburg Pa. Steve has helped many small and mid-sized businesses grow over the years acting as a trusted partner.
Steve has a well-rounded skill set with experience in financial business planning, banking, investments and real estate making him a trusted business partner. He has a passion for technology and lifelong learning that makes the ever-changing insurance industry exciting to him. Steve is also involved in the community, serving as board president of a Montessori school since 2012.
Steve says it truly is a pleasure to be part of the Central PA community. Locally, his team is a well-oiled machine with many years of industry experience.
Dana serves as Vice President of Significa Benefit Services. Over the last 30 years, Dana has focused on the operational/administrative services of the TPA to provide flexible, customized customer care to clients and business partners. In the course of Dana’s tenure, Significa Benefit Services has administered self-funded health plans including alternative funded plans, fully insured plans for commercial carriers and individual medical products.
Dana is a graduate of Clarion University of Pennsylvania with a BS in Finance. Dana also is an active member in Society for Professional Benefit Administrators (SPBA) and was a five year member of Vistage, an organization that facilitates entrepreneurial growth and development of professionals in today’s changing business environment.
As our Regulatory Compliance Specialist, Donna monitors and identifies legal developments affecting employee welfare benefit plans and assists Significa Benefit Service clients and brokers with addressing those developments. Donna is also responsible for plan document and summary plan description preparation.
Prior to joining Significa Benefit Services in 1991, Donna provided support to attorneys in the formulation of strategies to solve client problems related to ERISA and tax law issues affecting employee benefit plans. She also spent a number of years as a business analyst with a global leader in the provision of business and credit information.
Donna graduated from the Pennsylvania State University with a Bachelor of Arts degree in Psychology and the Institute for Employee Benefits Training of the Philadelphia Institute.
As Senior System Analyst, Brad is responsible for program design and development; he has been with Significa Benefit Services for over 25 years as programmer, project team leader and staff supervisor.
Prior to coming with Significa Benefit Service Brad worked as a core machine operator for Kutztown Foundry and a chef for Heidelberg Country Club.
Brad graduated from Berks Technical Institute in 1989, obtaining a degree in computer science, system design and various programming languages. On his days off, Brad enjoys bowling, golfing and hunting.
Bob is Owner and President of Sentinel4health providing medical review and case management services for numerous clients. For nearly 20 years, Bob has gained a broad range of experience in both medical management and all aspects of health care billing and claims processing. He brings this knowledge and expertise to Significa Benefit Services as an independent review specialist and medical management coordinator.
